    Blackburn Correctional Complex

     

    Mission

    The primary emphasis is on security and control, the main program is to assist inmates in progressing to a community service center and/or return to the community as citizens after positive behavior, program participation and work performance has been demonstrated.  Accountability for voluntary program opportunities include academic and vocational education, substance abuse programs, recreation and club activities, religious and counseling programs.

    Inmate Mail

    Constructive correspondence is encouraged between all inmates and their families, friends and associates.

    No self-adhesive labels are allowed on incoming mail.

    Inmate mail should be addressed as follows:

      Inmate name and Institutional number
        (example: John Doe, #000000)
      Blackburn Correctional Complex

    MONEY ORDERS

    Money may be sent via Western Union Quick Collect System.   The person sending money will need to fill out a Blue Quick Collect Form available through Western Union Agents.  The information the sender will need to send money in this manner is:

    Pay to:  Blackburn Correctional Complex
    Code City and State:  Blackburn/Kentucky
    <Inmate Name and Inmate Number are required>

    Deposits shall not exceed $200 for any one deposit, except from immediate family members.

    Mail Money Order to:

      Inmate name and Institutional number

    SENDING MONEY TO AN INMATE BY MONEY ORDER

    Inmate accounts is responsible for handling all money related items for each inmate.  This includes processing incoming money orders and posting to the inmates account, issuing checks requested by the inmate and forwarding them to the designated individual/company and address.  Inmate accounts section handles over 200 money orders on any given day.  All money orders are posted on the day the inmate accounts office receives them, barring unforeseen circumstances.  To assist us in processing money orders in a timely manner please follow these DO's:

    Send U.S. Postal Money Orders only.  All others will be returned.


    Place the U.S. Postal Money Order in an envelope by itself.


    Address the envelope legibly.  Both from and to address must be able to be read.


    Only 5 money orders per  calendar month are allowed per inmate.


    $200 limit on money order unless from immediate family, per money order


    All information must be filled out on the money order itself.  Ensure from name/address and the inmate name/number appear on the money order.


    If using priority mail, place the money order in another envelope with the appropriate addresses, inside the priority mail container.   The inmate is not allowed to receive these containers.

    SENDING MONEY TO AN INMATE BY WESTERN UNION

     Please note this is the Quick Collect ONLY.   Individuals using this system should note they need to fill out the BLUE QUICK COLLECT FORM.  The funds will be electronically sent to the Inmate Account Bank.  Western Union money orders will not be accepted.  Only U.S. Postal Money Orders will be accepted through the mail.

    The same rules for postal money orders such as only 5 transactions in one month and $200.00 limit except immediate family members still apply.  Transactions which do not follow these guidelines will be rejected.

    The institution will receive a list of inmates receiving fund transfers each workday morning.  This will be posted to individual accounts each working day before 12:00 p.m.  For example:  If you take the money to Western Union on Tuesday, it will be available on the inmates account on Wednesday by noon.  A receipt will be sent to the inmate through institutional mail the same day.

    Remember to keep your receipt for tracking purposes.

     

    EMERGENCIES

    If it is necessary to phone the Complex in an emergency, the telephone number is (606) 738-6133. Either the Chaplain or the Captain on duty should be notified of emergencies. The only way an inmate may speak with you over the phone is when he calls you. No inmate may receive a telephone call from outside the institution. All inmate calls shall be collect and you are responsible for the charges.

    General population and Non-contact visits

    830am – 11:30am  and 12:30pm – 3:15pm

    GENERAL VISITING RULES

    Inmates may not receive a visit during their first weekend at LSCC.

    No more than two (2) adult visitors shall visit an inmate during a controlled visit.

    No more than three (3) adult visitors shall visit an inmate during a contact visit.

    Physical contact within the bounds of good taste shall be permitted at the beginning and end of each visit. (one brief kiss and hug).

    No holding hands during the visit.

    Sexual stimulation or activity shall be strictly prohibited.

    Children must be kept under the parental control at all times.

    Infants (0-1 year) may be held by inmate. All other children must be seated or held by visiting parent or guardian.

    If a minor is accompanied by a non-parent or guardian they shall be required to have the written, signed and notarized consent of the parent or guardian.

    Infants under the age of six months may visit unlimited times without a social security number, provided the person bringing them meets all the guidelines to visit.

    Inmates will stand side by side of his visitor(s) for all photos.

    All trash must be placed in the appropriate containers at the end of each visit.

    Smoking will not be allowed.

    DRESS CODE

     Visitors clothing and dress shall conform as close as possible to accepted dress within the community and shall require clothing to be in good taste as not to offend other visitors, staff and /or inmates. This includes:

    No spandex clothing, this includes pants and tops.

    No tank tops or tube tops.

    Dresses, skirts, and shorts must be at least knee length.

    No sleeveless shirts (to include see-through sleeves).

    Shirts must be capable of being tucked into jeans, slacks, or skirts.

    No low-cut or provocative clothing will be allowed, i.e., tight fitting pants, low-cut shirts, fishnet clothing, no cleavage shall be visible.

    Appropriate undergarments must be worn, i.e., bra,  underwear, a slip worn with a dress or skirt.

    No hats will be permitted.

    Visitors must wear shoes, no flip flops or sandals. Sandals are flat bottom open in front.

    Gloves are not allowed.

    Visitors inappropriately dressed will not be allowed to visit that day.


     

    ITEMS ALLOWED IN VISITING ROOM

    Forty-dollar limit ($40 in $1 bills and silver change). Per inmate being visited.

    Vehicle keys (1-Ignition key 1-Door key, no key chains).

    Clear container for money (Plastic baggie, coin purse).

    Essential infant items (1-Plastic bottle, 3-diapers), no toys, and no glass baby food jars.

    Visitors may leave a U.S. Postal Money Order for the inmates in a locked box at the Security Reception Station.

    Visitors may wear (1) watch, (1) ring, and (1) pair of earrings.

    Items not allowed in the visiting room shall be placed in lockers. Staff will dispose of any items left at the institution.

    Any visit may be terminated immediately at the discretion of the visiting area supervisor if he/she determines an incident to be of a serious nature.

    Any violation of the above-listed rules will result in immediate termination of the visit and/or disciplinary action.
