    Wichita Work Release Facility

401 South Emporia; Wichita, Kansas 67202; Telephone 316-265-5211

    Overview:

WWRFWichita Work Release Facility (WWRF), a part of the Winfield Correctional Facility, is an all-male, minimum-custody state prison located in Wichita in south-central Kansas.  The purpose of the work release program is to prepare selected inmates for release and to assist them in making a successful transition from the institutional environment back into free society.  Work release offers a unique opportunity to realize correctional objectives while permitting the participants to leave confinement and work in the community under close supervision and structure.

Participating inmates must maintain full-time employment in the community.  From their wages they must pay a room and board fee, transportation expenses, court costs, restitution, dependent support, and other outstanding debts.  They must also accumulate savings prior to release from custody.  At the same time, participants are responsible for their own medical and dental expenses and maintenance of their room as well as general use areas of the facility.

    Quick statistics:

    • Capacity:  250 minimum-custody male inmates

    History:

1976    Wichita Work Release began operation at North Fairmont as a co-correctional program in January 1976, with an initial capacity of 22 inmates.

1978    The program relocated to north Market and expanded its population capacity to 55 inmates.

1984    Population capacity increased to 76 inmates.

1988    Population capacity increased to 100 inmates.

1989    The program's capacity increased to 182 upon the KDOC's termination of its community residential contract with VIP, Inc.  Those inmates from the VIP, Inc. contract were absorbed into WWRF in two buildings on north Market, the WWRF building and another leased by the KDOC to accommodate the influx.

1990    In November the facility moved to its current location at Emporia and Waterman.  Its population capacity was 198 inmates--188 male and 10 female.

1996    The administrations of Wichita Work Release Facility and Winfield Correctional Facility were combined, making WWRF a division of WCF.

2002    The women's work release program was transferred to Topeka.  As a result, the capacity was expanded by 52 beds, resulting in a total capacity of 250 inmates.

    Inmate Banking

With the implementation of the centralized banking location inmate monies are no longer sent from facility to facility whenever an inmate’s location may change. This keeps their money available to them all the time and eliminates the delay in setting up and posting money to a new account when the inmate arrives at a new facility.

On June 4, 2007 the Kansas Department of Corrections began a new program for the management of all inmate monies through the development of a centralized inmate banking location at the Lansing Correctional Facility.  All inmate money previously held in trust accounts at the facility where the inmates were housed, were transferred to the centralized banking location.  The only exceptions are for inmates in the work release programs at Hutchinson Correctional Facility, Topeka Correctional Facility and the Wichita Work Release Facility.  Facility staff at each of these three work release programs will be responsible for handling inmate trust fund monies for those inmates housed in their work release.

Sending money to inmates except for those inmates in the work release programs at Hutchinson Correctional Facility, Topeka Correctional Facility or Wichita Work Release Facility

If you want to send money to an inmate, you now need to complete a deposit coupon and send it along with the money order or cashiers check to:

    Kansas Department of Corrections
    P.O. Box 187
    Lansing, Kansas 66043

You should no longer send any funds to the facility where the inmate is currently housed, except for those in the work release programs at Hutchinson Correctional Facility, Topeka Correctional Facility, and the Wichita Work Release Facility.  This will only delay funds availability to the receiving inmate.  Correspondence sent to P. O. Box 187 will not be forwarded to the inmate.  Family and friends need to send regular correspondence to the facility where the inmate is located.

    Deposit Coupons

Funds deposited to inmate accounts are now electronically scanned and processed and therefore require a deposit coupon with each and every money order or cashiers check that is sent in.  Both the money order and deposit coupon must be completely filled in and contain the senders complete name and current address.  Coupons may be obtained from the inmate.  The coupon is made with special ink which allows it to be electronically read, thereby making it unavailable to be photocopied, reproduced or printed off of the internet in order to replicate.

The Kansas Department of Corrections provides the deposit coupons to the inmates at no charge.  The inmates are responsible for providing their family and friends with the deposit coupons.
