On the first visit to any correctional facility, the visitors will be required to have a photo identification, such as a driver's license, a state identification card, or acceptable documentation of non-US citizen including a current passport, Visa, or Matricula, and documentation that includes their date of birth.Please have two forms of identification; one should be a photo ID for additional visits.
Shawnee (General Population) - 9:00 a.m. to 5:00 p.m. weekdays, 9:00 a.m. to 2:00 p.m. or 4:00 p.m. to 8:00 p.m. weekends and holidays. Weekday visits limited to four hours in duration. Visits limited to three adults at once. Visits limited to five per calendar month per offender.
Shawnee (Segregation) - 9:00 a.m. to 2:00 p.m. daily. Visits limited to immediate family (Includes spouse, mother, father, child, brother sister, grandmother or grandfather ONLY) for one hour in duration. Visits limited to two adults at once. Visits limited to two per calendar month per offender.
Hardin County Work Camp - 9:00 a.m. to 5:00 p.m. daily. No visits after 3:00 p.m. Visits limited to four hours in duration. Visits limited to six adults at once. Visits limited to eight per calendar month per offender.
ADDITIONAL INFORMATION (ALL VISITS) - Must arrive at least one hour prior to end of visiting session to be admitted. Weekday visits limited to once per week. Persons age 17 years of age and older must be on offender's approved visiting list. Persons age 10 though 16 years of age who are not a member of the offender's immediate family may be placed on approved list only with notarized written consent of parent or guardian. (Immediate family defined as offender's child, sibling, and grandchild, whether step, adopted, half, or whole, and spouses.) Persons under age of 17 must be accompanied by an approved visitor who is age 17 or older. Persons under 12 years of age may only be permitted to visit when accompanied by parent or guardian who is an approved visitor or when prior notarized written consent has been given by a parent or guardian who is in the free community for the child to visit when accompanied by a person designated in writing who is an approved visitor and who is at least 17 years of ago or older. Visitors are required to show photo identification such as a driver's license, a state identification card or acceptable documentation of non-US citizenship including a current passport, Visa, or Matricula, and documentation that includes their social security number and date of birth. A person on parole or supervised release or an ex-offender may visit an offender only with the written approval of the warden. All visitors, their vehicle, and their property are subject to search. Visitors must be properly attired. Visitors and offenders may not exchange any item during a visit, absent prior approval of warden. Smoking not permitted during visits. Inappropriate behavior of a visitor or possession of contraband may result in a temporary of permanent visiting restriction. Visitors must follow all rules posted in the visiting room. Contraband discovered in the possession of an offender either during or after a visit will be assumed to have been introduced by the offender's visitor(s). The warden may further restrict or limit visits at any time due to the availability of space and staff, institutional emergencies, lockdowns and for a reasonable period of time thereafter, or for violations of state or federal law or department rules by the offender or visitor. The Shawnee Correctional Center is a high-medium security facility, housing adult male felons located in rural Johnson County in extreme southern Illinois. It is also responsible for a satellite facility, the Hardin County Work Camp located near Cave-in-Rock. Shawnee Correctional Center opened in 1984.
Highlights
The Shawnee Correctional Center continued to provide uninterrupted essential services despite losing 18 percent of the staff due to the state's Early Retirement Incentive (ERI).
Offender assaults on staff dropped during the year by more than 50 percent, from 19 to eight. Total staff injuries also decreased by more that 14 percent from the prior period.
Offender-on-offender assaults also dropped significantly, from 143 in the prior year to 92.
Reducing Recidivism
A total of 1,545 students participated in educational programming at the correctional center in FY 2003.
Community programs such as Habitat for Humanity remained a priority for the Hardin County Work Camp's construction occupations program via Southeastern Illinois College.
Completion rates for vocational program participants increased by 27 percent.
A substance abuse computerized tracking system also was implemented that effectively matches offender's substance abuse needs with available programming.
Security Initiatives
Additional security fencing and gates were installed in the segregation unit as well as in the educational building.
The facility TACT team began cooperative practice sessions with the nearby Vienna Correctional Center squad.
Internal Affairs and Intel functions at the facility were also integrated.
The installation of security cameras in various locations of the facility was completed during the fiscal year.
Fiscal Responsibility
Shawnee staff continued to provide uninterrupted service despite critical numbers of staff vacancies resulting from the ERI. The facility, with total FY 2003 expenditures of more than $30.5 million, was able to keep overtime costs within budgeted limits.
Indicator Reports
One serious staff assault occurred during the year. This is down from four serious assaults during the prior fiscal year. Total staff injuries decreased from 41 in the past fiscal year to 35.
Inmates found guilty of gang-related offenses dropped again from 73 during FY 2002 to 63 in the present period.
Offenders completed 138 Adult Basic Education degrees, 25 GEDs and 102 other educational programs during the fiscal year.
Total number of public service work hours provided by work crews dispatched from the Hardin County Work Camp was 63,778.
Eighty-nine employees also were drug tested during FY 2003, all with negative results.
New Technology and Automated Enhancements
During FY 2003, installation of security cameras throughout the facility was completed. A new FACTS system was installed in the offender commissary. And, a new dishwasher was installed in the Dietary Department. Outdated "Telex" terminals were replaced with updated Local Area Network computer terminals.
Conclusion
FY 2003 will be remembered as a year of "doing more with less." Staff assaults and injuries deceased from the prior year due to staff alertness and open levels of communication among all staff. The overall appearance and cleanliness of the facility remained excellent during the year. Shawnee and Hardin County employees continued their unmistakable commitment to their community via off-duty involvement with the law enforcement and Corrections "Torch Run" to benefit Special Olympics, the American Cancer Society's "Relay for Life" in Johnson County and an array of other charitable and community-minded endeavors.
