Do you have to be *approved* in order to receive calls OR on a pre-existing list?

Yes, your loved one must add you to their approved list.

Can your loved one pay for the call themselves?

No, but that may be changing soon.

Are YOU required to prepay for the calls?

Yes and no. You must set up an account directly with with MCI. You cannot pay through your regular carrier. You can go Direct-Remit where you get a limit and have to pay it once it gets to the limit. Or, you can set up the pre-pay where you give them $100 (example) and they call until it is used up. The rates for pre-pay are 10% lower than direct remit.

Are you allowed to use call-forwarding? Three way calling? Other call-features?

No, and calls will be disconnected if use of any of these are detected.

Can your loved one call a toll free number? (800-numbers)

No.

Are you permitted to receive calls on cell phones?

No.

Will your loved ones have to schedule their calls or are they limited on how many calls they can make?

All DOC facilities use MCI. All regional and local jails have their own contracts with other carriers, and hardly any of them are MCI

could someone please help I have a cell phone only my husband just moved into doc today and the powatan recieving center told me I must set up an acount for the phone they gave me global as the company and a number. I cant get though to any one ,the recording says that the inmate must call me befor I set up an acount but Im not sure he can call me on a cell phone. can any one give me info.

 I think you are going to have to get a home line or use someone's home line. Once you have a home line, simply forward the calls to your cell phone....worked great for me, this way
