SCI Dallas (Luzerne County, 10 miles from Wilkes-Barre) was opened in 1960 as an institution for defective delinquents. After the state Supreme Court decision of 1966 voided the concept of "defective delinquents," Dallas, like Huntingdon, became an adult institution. It now is a medium-security facility for men.

Visiting Information

Hours: Visiting hours are 8:30 a.m. to 3:30 p.m. Thursday thru Monday.

Rules:

All visitors, minors as well as adults, must be on the approved visiting list. It is recommended that you arrive as early in the day as possible so that the proper arrangements can be made in time for your visit. It may take time to locate an individual inmate for a visit, so please be patient. NOTE: If you arrive at the institution between 12:30 P.M. and 1:00 P.M. your visit may be delayed based on the institution clearing count.

You must have proper identification to be allowed a visit. Acceptable identification is defined as: (A) one photo ID: driver’s license, photo welfare card, military ID card, bank card, employee ID card, school ID card, passport, citizenship or naturalization card, Liquor Control Board card, Commonwealth on-driver ID card; (B) two non-photo ID’s, voters registration card, Medicare card, learner’s permit or temporary driver’s license, vehicle registration, birth certificate, school ID card, immunization record, or social security card. Identification beyond the expiration date will not be accepted.

All visitors and vehicles are subject to search. Visitors refusing to comply with institution search procedures will not be permitted to visit.

Cameras, tape recorders, wallets, handbags and photographs are not permitted in the visiting area.

Visits are a minimum of one hour in length; however, this may be increased depending upon the number or visits scheduled for that day.

Good judgment and discretion in dress and behavior is expected. Children must be supervised and kept under control. Failure to respect the rights of others may result in the early termination of a visit.

Inmates who wish to place former inmates of any correctional system, ex-offenders on probation or parole, current inmates in pre-release status, former or present Department of Corrections employees, and current or former contract employees must first contact the inmate’s counselor who will process their request. Contact visits with a minor who was a victim of the inmate are prohibited without exception.

Do not bring gifts of any kind – including cash, money orders, checks, etc. – to the institution for the purpose of giving it to the inmates or having it placed in the inmate’s account. Funds, in the form of a money order or certified check, will only be accepted via the mail service. Remember, inmates are not permitted to take anything from the visiting area.

Special visits can be pre-arranged for persons who are not on an approval visiting list or who have come a substantial distance and for a family visit for a seriously ill or injured inmate. Special visits must be arranged by the inmate and approved by the Superintendent or designee.

Any visitor appearing to be under the influence of alcohol or a controlled substance will not be permitted to enter the institution.

Inmates in Administrative or Disciplinary Custody have restricted visiting privileges – duration, 1 hour, in separate secluded area, with physical search of the visitor(s) a possible pre-condition.

All inmates are informed of changes that may occur in visiting regulations. It is the responsibility of each inmate to inform his or her visitors of these changes.

Please remember that any violation of visiting regulations may result in the suspension of visiting privileges.

General visiting Information:

Visiting hours are 8:30a.m to
3:30 p.m. Thursday to Monday. Inmates in the general population are allowed one visit every seven days for a minimum of one hour. The time may be extended depending on the number of visits scheduled for that day. . Visiting time will not be extended beyond 3:30 p.m. Termination of Visits due to overcrowding in the Visiting Room – on a first in, first out basis, visitors who have had at least 90 minutes on their visit will be given the option of terminating their visit (leaving the institution) or continuing the visit outside in the patio area. NOTE: If you decide to continue your visits in the patio area, under no circumstance will you be allowed back into the Visiting Room. A limit of five adults may visit at any one time. Children are not counted in the number of five, but all must be on the visitors list and have identification. All visitors must be on the inmate’s visiting list. Minors under 18 must be accompanied by an adult who is on the visiting list.

All visitors will be required to pass through a metal detector prior to entering the Institution. Refusal to do so will be cause for denial of the visit Visitors are also subject to ION Scanning (test for drugs) on a random basis. Visitors who introduce or attempt to introduce drugs into this facility will be banned from visiting – permanently – conviction of which is a felony offense. Inmates guilty of drug related misconducts will be permitted only non-contact visits for periods ranging from 180 days to permanent non-contact depending on the number of prior drug related misconducts the inmate has incurred. Non-contact visits are strictly limited to one hour in duration.

Food or Beverages cannot be taken into the visiting area unless baby(s)/infant(s) are in the visiting party. If so, up to three unopened commercially prepared vacuum-sealed jars of baby food per infant, may be taken into the visiting area. NOTE: All jars will be opened by the inspecting officers to ensure they have not been previously opened. Also, up to three clear plastic bottles of pre-mixed formula/white milk per infant as well as up to three diapers per infant and a reasonable number of wipes are also permitted. Diapers must be loose so they can be visually, as well as hands-on inspected. These baby/infant items will be placed in a clear plastic bag provided in the Guest House so the visitor can carry permitted items through the Main Gate into the visiting area. No other carrying container of any kind will be allowed. Visitors will lock handbags in the lockers provided in the Guest House and will not take them into the Visiting Room.

Visits by approved religious advisor and attorneys shall not be counted against the seven-day restriction.

Please remember:  If your friend or family member owes fines, costs or restitution, a percentage of any money you deposit (regardless if it is electronically deposited) may go to paying his or her debt in accordance with DC-ADM-005    

 

How To Email an Inmate

 

1. Go to the vendor website that services the institution where the inmate is housed.

 

2. Establish an account with that vendor and follow their instructions to create an email.

 

3. All emails are subject to review for appropriate content.  After review, the email will be printed on paper and delivered to the inmate.

 

4. Any response from the inmate will be mailed out using regular U.S. Postal Service mail.  Inmates do NOT have access to any outgoing email programs.
