Civil Commitment Question and Help!!!!!

I dont even know where to begin. My fiance is a convicted sex offender who did his time at ADTC in new jersey. He was supposed to get out on 10/12. Instead he has been temporarity civilly committed. so now he is housed in the ANNEX around the corner.

The "residents" or so they are called over there are treated just as bad as the inmates. They have lock up, they have counts, they cant have cell phones, certain foods, can only get one visit a day, cant wear certain colors of clothing, have guards, locked doors, no electric, no hot water, questionable heating. no refrigerators. Visitors cannot enjoy a lunch with them. He feels like he is doing another bid for something he already served time for. The therapy he received and all that he accomplished at ADTC doesnt even count in the ANNEX. Its so sad. I feel helpless.

He has a public defender who told him that he should waive his right to the 20 day trial thing because he would lose. so he did what the public defender asked him to and now he is in limbo. he cannot go to therapy, he does not have a social worker or a therapist. he is just sitting there waiting, which is prolonging his treatment, which is prolonging his stay.

Does anyone know anything about this? Can anyone guide me as to where to turn, what to do, who could help get him home? Thank you in advance for any direction you could give me.
