Need advice for a friend out on parole living in a halfway house

I need advice on who to contact for help with a girl I have adopted in my heart as my own chil . This is about prejudice. She is out on parole & living in a halfway house in the Los Angeles area  & is the only white girl. The neighborhood she's in is not safe for a pretty 19 year old white girl, it's ALL black & the one time me & a friend ended up in that city (we passed the street to turn onto somehow) we were told by a lady walking down the street, Girls you need to get out of this town. This is not a safe place for you 2 white girls.  Of course I realized it once I realized where we were, she just confirmed what I was thinking. We turned around & left . This girl is in the same city. Plus her parole officer is black & treats her different than the other girls who are all black as well. She is the only white parolee she has. She gives the others rides, helps them in any way she can. She does not do this for my friends daughter & is constantly trying to revoke her parole. Anyone have any suggestions? I don't want to see her go back. She learned her lesson & is really trying to get her life back together. Any advice is appreciated.
