    "State prison officials said Wednesday there are still plans to release lower-risk inmates on "summary" parole, under which they would still be subject to drug testing and police searches but could not be returned to prison for technical parole violations unless they were prosecuted locally. No layoffs of guards are expected."

    If I understand the article correctly, It seems that the "summary parole" option are for those getting released. I also read somewhere( I will have to find it) that non violent inmates that have 5 months or less will be released with the summary probation. Can someone please help me with understanding.
