    Officials are gearing up for a hefty series of storms, the first of which is expected to roll in tonight.

    While there is little chance of flooding in the Northern San Joaquin Valley, according to irrigation district spokeswomen, state and federal officials are concerned about Southern California and high elevation areas.

    The fires burned away acres of vegetations that would normally help hold together soil saturated by heavy rain, so burned areas are flood and mudslide prone, said Frank McCarton, chief deputy director of the state Office of Emergency Services.

    Mountain areas will be seeing heavy snow that will build because the storms are wet and cold, with wind up to 150 mph.

    "It'll be blizzard-like conditions," McCarton said.

    In the valley, folks have started piling sandbags in flood-prone areas, such as homes backed up against Dry Creek in Modesto's La Loma neighborhood.

    City employees had filled 5,000 sandbags by noon today and expected to continue the effort the rest of the day and Friday, said Ron Shriver, Modesto's street supervisor.

    If there is flooding, it is expected to be light and localized, according to Modesto and Turlock irrigation district spokeswomen. This week's storms follow a dry autumn and winter, so there is plenty of room in Don Pedro Dam to store the water that comes toward the valley out of the foothills.

    Still, officials agree that heavy winds could interrupt power supplies, so people are advised to prepare for that.

    The governor's office today issued the following recommendations:

    Prepare or update your family emergency plans and make sure loved ones know the plan.

    Identify a meeting place outside your neighborhood.

    Make sure family members know where to go to re-unite if you're separated.

    Make arrangements for your pets before the watch or warning.

    Listen to the radio, watch television or monitor the Internet for the latest weather information and instructions from local officials.

    Update emergency supply kits by including:

    Drinking water

    Food for your family

    Battery-operated flashlights and radios

    First aid kit and book

    Warming clothing

    Learn the difference between flash flood watches and flash flood warnings.

    Teach your children to avoid creeks, canyons, drainage control channels and washes at all times.

    Drive only when necessary.

    Meet with your neighbors to discuss their plans and how you can help one another.

    Contact county flood control personnel and other experts to learn what actions you can take, including sandbagging, to protect your property from small mudflows

    I hope for reform...for the thre strikes law...I also hope that it helps the second strikers......alot of people forget that the 2nd strikers can get more time that 3rd...its nuts, yes...but true...my sweet heart got 43 years..on a second strike... he has to do 80 %.....some lifers get parole after 15-20 years...no, we have a release date...2031.....36 years...I hope to god that the three strikes law reform helps ALL who were prosocuted under it.....especially those who were before it went into effect!!!!!!! My love was prosocuted under this law even though his previous issues were 3-5 years prior o the law takinig affect!!!!!    Peace and love to all.......

    Yep, my husband's prior strikes were before the law was in effect also.  None of his crimes are violent and the crime that struck him out was receiving stolen property, which is usually a misdemeanor.

    If the law is reformed to remove all non-serious and non-violent crimes, then my husband will be re-sentenced.  I too pray that 2008 is the year that the voters of this state FINALLY say enough is enough and vote for reform.

    Jury finds inmate guilty of strangling cellmate

    A Kern County jury has convicted a state prison inmate for killing his cellmate in 2006.  Glen Murphy, 36, was found guilty Wednesday of second-degree murder in the death of Sang Saelee, 26.

    Kern County Deputy District Attorney David Wilson said the two men were alone in their cell at Kern Valley State Prison near Delano the night of Nov. 21, 2006.

    Trial evidence showed the victim was either strangled by Murphy's bare hands or choked to unconsciousness and then placed face down where he later died, Wilson said.

    "Either way, the victim's death was a direct result of Murphy's actions," Wilson said.

    Murphy confessed in a videotaped interview that he held the smaller man off the floor by the neck, Wilson said.

    Murphy is at least 6 feet tall, 245 pounds, Wilson noted. His cellmate was 5 feet, 4 inches, 145 pounds.

    But Nancy Sharp, the Kern County public defender who represented Murphy, said there were elements of self-defense evident in Murphy's actions.

    First, the defendant held a trustee-like position at the prison, indicating he had a history of good behavior, she said. Second, Saelee struck the first blow.

    Murphy is blind in one eye, Sharp added, giving him a greater right to respond with strong force than he may have had otherwise.

    Finally, look at the tiny cell the men were confined in, and the general atmosphere of physical threat and hopelessness prisoners see, and it should come as no surprise that petty arguments blow up into physical confrontations, she said.

    Unfortunately, Sharp said, the jury didn't agree with those arguments.

    Murphy could see more than 50 years added to his current prison term for an attempted murder conviction in San Bernardino County in 2003. He is scheduled to be sentenced March 4.
