When an inmate has little or no outside contact from friends or loved ones, they're more likely to display hostile anti-social behavior. The COs claim they have these dress policies so as not to sexually arouse inmates, yet they allow homosexual men to blend with the general population, which is creating an underground male prostitution market of gay men who offer sexual favors in exchange for cigarettes, special treatment, or merchandise from the canteen charged on a client's jail account. The COs are hoping to discourage visitation, thereby leaving your loved ones to feel you no longer care for them. When you visit a loved one regularly, it gives them an incentive to be compliant & be in their best behavior. Good behavior eventually leads to early release when the inmate's parole hearing comes up. Early release means less inmates, and less overtime hours. These guards rely on overcrowded prisons for job security and overtime hours.
Observe these dress policies are not posted online, nor do they send out written dress policies when you ask to send them info. The prison guards are using psychology on us outsiders to discourage visitation, which contradicts the rehabilitation process of converting habitual criminal offenders into becoming law-abiding productive members of society when inmates are eventually released. Legally & morally, the prison has a duty to prepare inmates for eventual release back to society as rehabilitated citizens. The $$$ that otherwise should go into education and job training of inmates are instead going to overtime pay for guards working extra hours to keep watch on overcrowded prisons.
Failure to plan (for the future), is planning for inevitable failure in life. Those who don't learn from past history, are condemned to repeat history.
